JEFFERSONVILLE, Ind. — There are empty jail cells in Clark County, Indiana, and detectives say they believe they know why: a new sheriff, a new policy and a ton of surprise sweeps to keep contraband out.

Right before Sheriff Jamey Noel took office, the Clark County jail housed as many as 550 inmates. That’s 50 over the capacity, but as of this week, there are just 465 people behind bars.
