Imagine someone bringing in staff information, sensitive photos, escape plans or gang rosters and bylaws on a portable data device concealed in a tampon.

Many staff would be reticent to search the apparent sanitary device due to its personal nature. Perhaps a fear of litigation would be a deterrent to inspect the tampon/thumb drive.

This could easily circulate in the female prison population where the masking item is common.
