DATE: April 9, 2001 TO: Officer D. Pond SUBJECT: Use of the Tigerlight
On April 9, 2001 at approx. 0800 hrs, dispatch received a call from 3045 E. Fremont reference a large group of Male Adults fighting and armed with knives. Under event #010409-0480. Upon arrival with other officer, myself - D. Nakagawa P#5476 and officer - Gillis P#6432 were positioned outside of Room #18, the room where the Male Adults returned prior to Police Arrival. Officer Gillis and myself heard a female screaming for assistance coming from Room #17. Entry was made in Room #17 and Officer Gillis and Myself observed a Male Adult standing in the bathroom less than 3 feet away with both hands down by his legs. Officer Gillis gave verbal commands towards the Male toshow his hands. The Male raised his left and and kept his right hand concealed behind his right leg. Verbal commands were given again, and at that point, Officer Gillis observed the Male holding a knife in his right hand. The Male still refused to comply with verbal commands to drop the knife. Having the Tigerlight Flashlight in my left hand, and my duty weapon in my right hand, I administered a burst of pepper spray from my Tigerlight Flashlight. The effects worked immediately. The Male dropped the knife and was taken into custody. Due to the effectiveness and reliability of the Tigerlight Flashlight, the situation, which could have been a deadly force situation, was de-escalated by the use of the Tigerlight Flashlight.

DATE: April 28, 2001 SUBJECT: Tigerlight RATING: Almost Effortless
I USED THE TIGER LIGHT DURING AN INMATE DISTURBANCE THAT INVOLVED APPROXIMATELY 45 INMATES. I USED THE LIGHT TO DEPLOY O.C. SPRAY (CONE PATTERN) ON 5 INMATES WHO WERE NOT OBEYING MY VERBAL COMMANDS. THE INMATES THAT WERE SPRAYED IMMEDIATELY COMPLIED AND OTHER INVOLOVED INMATES WHO SAW THE SPRAY PATTERN QUICKLY STOPPED FIGHTING AND FOLLOWED DEPUTY COMMANDS.
