STANDISH, Mich. — Meet the prospective neighbors: They come from Afghanistan, Tanzania, Yemen and Libya, and most face a variety of war crimes charges.

And if the federal government decides, they'll move from Guantanamo Bay, Cuba, to a prison in Standish.
